According to the Gulf War Air Power Surveys (an analysis carried out by the US Air Force following the Gulf War), ‘there was widespread agreement from the outset of the planning process that directly attacking the people of Iraq or their food supply was neither compatible with US objectives nor morally acceptable to the American people’ (Keaney and Cohen 1993: 3, chapter 6). The target categories drawn up by the planners also indicated that civilians were not intended as direct targets (Keaney and Cohen 1993: 3, chapter 6).
They relate primarily to problems of agency and motive. The problem of agency: when are state representatives acting on behalf of the state? As discussed above, before concluding that a violent act by a state representative is an act of state terrorism, we are confronted with a number of challenges relating to agency and motive.
