The suicide bomber may wish to dispute that their probable victims are wholly innocent. They may claim that their probable victims are complicit in actions they oppose, and thereby somehow a fair target. They may claim that the level of harm perpetrated by their enemy is sufficiently extreme, or their means of waging war sufficiently disproportionate to their own, that they must resort to a form of asymmetric warfare.
